Meskipun merupakan di
area yang begitu hijau, secara ironis masyarakat Kaliurang sering mengalami
krisis air. Pertama, karena kedekatan dengan gunung berapi sehingga tidak mudah
untuk membuat sumur bor tanpa mengeluarkan gas. Kedua, karena saat terjadi erupsi
Merapi, terkadang pipa air dan sumber mata air terkubur atau rusak oleh luapan
material panas. Kemudian saat musim hujan, terkadang justru krisis air paling
terasa karena air lewat begitu saja dan debit air bagi masyarakat menipis.
Di Kaliurang sendiri terdapat dua perusahaan air minum: Arga Jasa yang dikelola swasta dan pengelolaan mandiri air oleh masyarakat. Saat sedang terjadi krisis air, terkadang terjadilah praktek mengakali pipa dengan membengkokkan, mengganjal air, dan praktek-praktek kecurangan lain demi mendapatkan lebih banyak air. Karya ini tidak dibuat sebagai kritik sosial melainkan mempertanyakan kebijakan para penguasa dan keadilan berupa akses atas air bersih yang merata bagi seluruh masyarakatnya– tanpa perlu terjadi praktek kecurangan, strategi, serta kompetisi secara horizontal bagi warganya. Kritik ini digambarkan dalam lukisan berjudul ‘Pipa Urik’ (pipa curang) oleh pak Nur Hawari.

Even though Kaliurang
is such a green area, ironically, the people often experience a water
crisis. First, because of the proximity
to the volcano, it is not easy to drill a well without releasing dangerous gas.
Second, because when Merapi erupts, sometimes water pipes and water springs are
buried or damaged by the overflow of hot volcanic material. Then, during the
rainy season, sometimes the water crisis is felt the most because the water
just passes by causing the water debit for the community to run low.
There are two drinking
water companies in Kaliurang: Arga Jasa which is managed by the private sector
and self-management of water by the community.
When there is a water crisis, sometimes there is a practice of tricking
the pipe by bending, blocking the water, and other fraudulent practices to get
more water. This painting was not made
as a social critique, but rather questions the policies of the authorities and
justice in the form of equal access to clean water for all people – without the
need for fraudulent practices, strategies, and horizontal competition for its
citizens. This criticism is depicted in
a painting entitled 'Pipa Urik' (cheat pipe) by Mr. Nur Hawari.
